Howard was born in Kirkwood, Nebraska. He is not included with the men lost with Sealion in many sources.

Note: Fisheries II was in service with the U.S. Navy but not commissioned, although in appears in some documents as "USS Fisheries II". Some publications incorrectly refer to the vessel as "British Fisheries."
